On April 10, 2026, reports from German media indicate that insiders from the European Commission revealed that OpenAI’s AI chatbot, ChatGPT, may soon be classified as a ‘very large online search engine’ by the EU.

OpenAI will be subject to the Digital Services Act (DSA), facing stricter regulations. According to the DSA, platforms or search services with over 45 million monthly active users within the EU are classified as ‘very large platforms’ or ‘very large search engines.’ OpenAI clearly exceeds this threshold.

OpenAI has declined to comment on this matter, while a spokesperson for the European Commission stated that they are currently reviewing relevant user data.
